Consultant Opportunity:
Job Title: Data Analytics Consultant
Office: Epidemiology Bureau - Public Health Surveillance Division (EB - PHSD)
Immediate (Technical) Supervisor: EB - PHSD Chief
Duration: Four (4) months
Position Description: Health Security Partners is seeking a qualified statistician or epidemiologist with expertise in R programming to support the standardization of data management and analytics scripts for routine surveillance reports. This role supports the initiative of the Philippine Department of Health, Epidemiology Bureau – Public Health Surveillance Division (EB-PHSD) to enhance data processing efficiency, ensure reproducibility, and improve the quality of surveillance data analyses. The consultant will work closely with EB-PHSD and Case-based Surveillance Section to develop standardized and optimized R
scripts for automated surveillance reports using RMarkdown or Quarto. All applicants MUST currently reside in Metro Manila, Philippines and report to work at DOH Central Office, Sta Cruz, Manila.
Organization: Health Security Partners (HSP) is a nonprofit organization dedicated to building local capacity to improve health security worldwide. We develop and deliver programs to resource-constrained areas that advance individuals' and institutions' capacity and societies' ability to prevent, detect, and respond to public health threats.
Deliverables: The consultant is expected to produce the following
1. Standardized, optimized R scripts for all case-based notifiable diseases with appropriate documentation.
2. Training materials for data management and analysis.
3. At least one hands-on workshop for all staff.
4. Regular mentoring sessions for all staff members, as needed.
5. A final report summarizing key findings, improvements, and recommendations on
data management and analysis using R scripts.
Minimum Qualifications
1. Technical:
a. Bachelor’s degree in Public Health, Statistics, Epidemiology, or other related fields (master’s degree/units on the abovementioned fields are an advantage);
b. At least two (2) years of work experience in data management, statistical modeling, and visualization using R, RStudio, and RMarkdown/Quarto;
c. At least eight (8) hours of relevant training; and
d. Proven expertise in R programming for epidemiological data analysis
2. Soft skills:
a. Must be able to accomplish tasks with minimal supervision;
b. Must be willing and able to work in multidisciplinary teams;
c. Must be able to think critically and to demonstrate keen attention to detail; and
d. Must have effective communication and excellent interpersonal skills.
This is a contract position funded by an external grant. Compensation is based on a daily rate commensurate with experience. Health Security Partners is an equal opportunity employer.
